Water Resources Management Plan

The Water Resources Management Plan (WRMP) explains how we intend to maintain water supplies across North West England in the long term.

We published our draft plan for consultation on 2nd May 2008. We are very grateful to those organisations and individuals that expressed their views on what they liked about the plan and what we can do to improve it.

On 3rd August 2009 the Secretary of State for Environment, Food and Rural Affairs gave UU permission to prepare and publish its final plan. The Final WRMP incorporates the comments received from consultees, as described in our statement of response to the consultation on the Draft WRMP.

The publication of the Draft WRMP for public consultation and the subsequent production of the Final WRMP are statutory requirements as set out in the Water Act 2003 and the Water Resources Management Plan Regulations 2007.

UU's WRMP has been written so that no information has needed to be excluded from the published plan on the grounds that it would be contrary to the interests of national security.

Drought Plan

All water companies are required by Government to produce a Drought Plan. It sets out what we will do to maintain water supplies to customers in the event of a drought. Our plans are drawn up in consultation with our regulator, the Environment Agency, and are reviewed frequently.

We recently updated our Plan and issued it for public consultation to 119 consultees for a 7-week period from 12 May 2006 to 30 June 2006.  It was also published on our website and was available in hard copy at our Head Office in Warrington.  A press release was also issued to bring it to the attention of the general public.  17 representations on the Draft Drought Plan were submitted to the Secretary of State.  All the respondents were supportive of the Plan and many constructive comments were received. United Utilities carefully considered all the representations received and on 17 August 2006 we published our Statement of Response to explain how we planned to take these into account as we finalised the Plan.

The final Drought Plan 2008

On 31 July 2007, DEFRA issued the United Utilities Water PLC Drought Plan Direction 2007.  This direction stated additional requirements for the Plan.  United Utilities carefully considered the Direction requirements and updated the Plan where necessary.  The Plan was also revised to reflect the 17 representations we received.United Utilities submitted a Final Drought Plan to the Secretary of State on 11 September 2007. On 3 December 2007 the Secretary of State gave approval for United Utilities' Final Drought Plan 2008 to be published publicly.

Future reviews

The drought planning cycle starts again following the publication of United Utilities' Final Drought Plan 2008. Within 3 years and 6 months of the final publication date, a revised draft drought plan must be submitted to the Secretary of State, unless we are directed to do so earlier, or in the event of a material change of circumstances.
